What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://bookmarks/ and click on Bookmark icon in the omnibox to bookmark the page.
2. Now click on 'Organize' iron icon which shows that 'Sort by title' option is in disable form.
3. Now click on 'Other Bookmarks' and then click on 'Bookmarks bar' and delete the bookmark page then click on 'Organize' iron icon,observe

Actual: Unnecessarily 'Sort by title' option is seen enabled even after there are no folders present.
Expected: 'Sort by title' option should be in disable form when no folders are present or after folder is deleted.

This is a non-regression issue, seen from M-61 series as 'Sort by title' option appears in disable form from build # 61.0.3155.0
