Unable to reproduce this issue on Windows-10 using chrome latest stable #59.0.3071.115 by following steps mentioned in the original comment. Able to launch chrome in first click.

Could you please follow the below steps and recheck this issue if you able o launch it or not.

1. Check to see if your antivirus or firewall programs on your computer are causing the problem by turning them off temporarily. If you can open Google Chrome when the firewall is off, you may need to create an exception in your antivirus or firewall settings.
2. Uninstall any recent programs, especially programs with names you do not recognize. Some malicious programs may intentionally cause conflicts in Chrome. 
3. Try the Chrome Cleanup Tool https://www.google.com/chrome/cleanup-tool/index.html.
4. Create a new user profile. As a last resort, try uninstalling Chrome completely and reinstalling Chrome.

Are you able to reproduce it now on Samsung N-OS phone?
