[Restrict-View-Google] New chrome window is not opening after the 1st click |

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36 Steps to reproduce the problem: Device should be in "Dex mode(Desktop mode) -> launch Chrome -> Right click on the chrome icon task bar -> click on "Open in new window" What is the expected behavior? Chrome should be launched on first click. What went wrong? Chrome is not launched on first click. Second time, when we try to open through "Open in Next window" it gets opened. Chrome icon in taskbar also appears and disappears when try to launch it again. Did this work before? N/A Chrome version: 59.0.3071.115 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version:

Unable to reproduce this issue on Windows-10 using chrome latest stable #59.0.3071.115 by following steps mentioned in the original comment. Able to launch chrome in first click. Could you please follow the below steps and recheck this issue if you able o launch it or not. 1. Check to see if your antivirus or firewall programs on your computer are causing the problem by turning them off temporarily. If you can open Google Chrome when the firewall is off, you may need to create an exception in your antivirus or firewall settings. 2. Uninstall any recent programs, especially programs with names you do not recognize. Some malicious programs may intentionally cause conflicts in Chrome. 3. Try the Chrome Cleanup Tool https://www.google.com/chrome/cleanup-tool/index.html. 4. Create a new user profile. As a last resort, try uninstalling Chrome completely and reinstalling Chrome. Thanks!

Issue is still occurring in 59.x version Are you trying in Dex mode in Note8?
