We need to stop using install-build-deps on linux and android, and instead make it so that all of the libraries we need are DEPS'ed in and self-contained. Relying on install-build-deps to be run on the bots is fragile and can be hard to keep up-to-date. In addition, it gives us no way to deal with running tests with conflicting versions of the packages.

(I do realize that getting this to work will be a fair amount of effort).
