We are trying to make the builder green and in this case unable to find the regressed range and the test is not flaky.

Assigning to content/browser/browsing_data/OWNERS for either disabling or fixing the failure.

alexmos@ points out that this looks like  issue 746055  and  issue 746063 .  Should we revert the disabling CL and fix issue 650175 instead?
