Enabling use-zoom-for-dsf on Retina Mac causes control and window content scaling problems

Issue description

Chrome Version: 61.0.3154.4 (and earlier)
OS: macOS 10.12

What steps will reproduce the problem?
(1) On a Retina Mac, turn on "Use Blink's zoom for device scale factor" #enable-use-zoom-for-dsf (or get opted into it through the experiment)
(2) Click a popup on chrome://flags

What is the expected result?
A normal-sized popup menu, located in the correct spot on the page.

What happens instead?
The popup is scaled to 2x its normal size and located in the wrong spot on the page.

Additionally, if you attach a 1x monitor to a Retina Mac and drag a Hangouts window from the Retina screen to the 1x monitor the Hangouts window content will scale to 2x its normal size.
