shards not emitting metrics

Issue 740648 (httplib2 incompatible with new ts_mon)
 Issue 741082  (sysmon crashlooping due to API change in ts_mon ?)

Unlike in those issues, I see no expection stack traces in the logs for relevant services.

Trying to investigate, but not coming up with good ideas yet.

It's quite strange the the scheduler metrics work from master, but not from shards. Would seem to rule out a autotest or chromite code problem and suggest a configuration problem.

Possibly false alarm. The metrics are there, just not on viceroy? http://shortn/_HU5gLNKpXk

Looks to me like a dashboard problem not a monarch problem,
