Add oobe-force-show-screen to allow debugging OOBE/login screens

Currently there is no easy way to force the oobe/login flow to
show the user image screen without creating a new gaia account.
Rather than creating a single purpose switch, this CL adds a
generic oobe-force-show-screen switch so that when we need to test
other screens that are difficult to reproduce we can add them to the
existing flag.
