I made a small change to test code, got approval from a committer and attempted to land my CL:

Attempt 1 - The CQ cancelled my request, because I don't have sufficient permissions (?)

Attempt 2 - I got the committer who reviewed my CL to click the "Submit CQ" button, but that failed because it's "Work in progress".

I don't see a way to get around that, I tried rebasing as the old UI claimed there was a conflict.  But that didn't seem to change anything.

Any advice?
