position: fixed elements clipped with clip-path wiggle on page scroll

Project Member Reported by mciampini@google.com, Jul 11 2017

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. Go to https://codepen.io/ciampo/pen/dRQqMo
2. Scroll up and down
3. Notice how the square in the middle wiggles up and down

What is the expected behavior?
The square in the middle should stay in the same position

What went wrong?
The position:fixed content is wiggling on page scroll, causing a disturbing effect for the end user.

I can't seem to recreate the same problem in Safari or Firefox.

Did this work before? No

Does this work in other browsers? Yes

Chrome version: 59.0.3071.115 Channel: stable
OS Version: OS X 10.12.5

I no longer work on clip-path issues, but this is likely part of a larger problem we have where clip-path in the compositor is generally buggy. Marked as blocking on the tracking bug and cc schenney@ who is the closest thing to an owner.

This is one of those scroll offset feedback problems. flackr@ is the closest we have to expert at this point, I think. This may even be a duplicate of some known issue.

The square seems dead stable now on MacOS. Closing.

Reopen if you see otherwise.
