Native shortcuts cause freezes and performance issues

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36 Steps to reproduce the problem: 1. Open any page with video/animation (e.g., youtube) 2. Press Ctrl-C or any other similar shortcut which is used in Chrome 3. Video/Animation freezes for ~100-150ms after shortcut is pressed What is the expected behavior? Shortcuts does not affect overall performance What went wrong? According to dev tools, there is some "Key Character" handling in "Interactions" section of performance profiler. On provided screenshots I pressed Ctrl-C a few times while watching a video on youtube. Did this work before? N/A Chrome version: 59.0.3071.115 Channel: stable OS Version: OS X 10.13.0 Flash Version:

I am able to reproduce this issue on Mac OS X 10.12.6.

Tested on Chrome Stable #59.0.3071.115, Canary #61.0.3154.4 on Mac 10.12.5 and able to reproduce the issue. This is a non-regression issue and able to reproduce from M-45 #45.0.2454.85.Marking it as untriaged so that issue gets addressed. Observations - In Chrome #45.0.2454.85, by pressing Ctrl+C, very minimal freeze is observed. Thanks.
