"Warn before quitting (⌘Q)" still quit if using ⌘Q quickly in succession

Issue description

I frequently want to close a bunch of tabs, for which I want to use keyboard. I plan to type ⌘W⌘W⌘W⌘W but miss the W key and instead use ⌘Q⌘Q⌘Q⌘Q⌘Q. Then I moan to my coworkers because I again closed Chrome by mistake.

Coworkers then tell me to use "Warn before quitting (⌘Q)" option. Enabling it does not change anything, my mistake still cause me to lose all my windows because Chrome quits.

Coworkers told me to file a bug because they think this is broken.

I'm pretty sure this is the intended behavior.
Really? That doesn't feel like intended behavior. It's certainly a surprise to me that the app put up the "hold cmd-Q to quit" banner and then quit anyway.

Yes, this is the intended behavior. Double-tapping Cmd+Q as well as holding Cmd+Q exit the browser when "Warn before quitting" is enabled.
