Scrolling the already scrolling content suggestions list is janky

iPhone7 iOS10.3.x

With a long list of content suggestions, if you scroll and (before it stops) scroll again, the scroll will stop suddenly at the card where you initiated the second scroll, then continue. It's not smooth and continuous.
