Regression: Night Light button tool-tip is not displayed in the selected language in Uber Tray.

Chrome Version: 61.0.3153.0/9733.0.0 dev channel Falco, Parrot & Paine
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build via USB >> Go to 'Choose your Language & Keyboard' screen.
(2)Click on language drop down and Select Telugu/German/any option
(3)Now Open Uber tray >> Hover on Night light Button and Observe tool-tip

Expected:Night Light button tool-tip should be displayed in the selected language in Uber Tray.
Actual:Instead, it is displayed in English.

This is regression issue as it is working fine in 60.0.3112.20/9592.11.0 dev channel Daisy.

ketakid@ this shouldn't be a stable blocker, given that NL is behind flag.
