Non-Regression : Unnecessarily ChromeVox is enabled in Guest User

Issue description

Chrome Version: 61.0.3153.0/9733.0.0 dev channel Falco,Parrot & Paine
OS:Chrome

What steps will reproduce the problem?
(1)Sign into User -> Now click on 'Sign out' -> In Sign-out screen select ChromeVox(spoken feedback) option(from 'Accessibility' at Uber Tray)
(2)Now click on 'Browse as Guest' option -> observe unnecessarily ChromeVox is enabled in Guest User

Expected: ChromeVox should be enabled in Guest User only on selecting ChromeVox(spoken feedback) option(from 'Accessibility' at Uber Tray/ chrome://settingsmanageAccessibility page)
Actual:  Unnecessarily ChromeVox is enabled in Guest User

This is Non-Regression Issue seen from M-55

Status: WontFix (was: Assigned)
Since ChromeVox is enabled for the login screen in the scenario you describe, ChromeVox will be enabled for the Guest User.

ChromeVox is a user setting, so that any particular user can enable/disable it as needed.  The login screen has its own setting (so that someone who needs ChromeVox can use it on this screen, but any users who don't need it won't see it upon login).

Closing this as WAI.
