Regression: [DevTools] Werird behavior of vertical scroll bar is seen on colorpicker window.

Issue description

Chrome Version: 61.0.3153.0 (Official Build)4b9102f9588fb6cf639a6165fd4777658d5ade0d-refs/heads/master@{#485143} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, open DevTools window and dock it to bottom.
2. Resize the DevTools downwards and open Colorpicker window.
3. Click on bidirectional arrow and select 'Custom' from Color palettes.
4. Click 'Add to palette'(+) icon multiple times(7-8 times) such that + icon goes to next line and observe.

Unnecessary vertical scroll bar of colorpicker window auto scrolled in upwards direction.
Vertical scroll bar should not auto scroll in upwards direction.

This is a regression issue, broken in M-59 series, below is manual regression range.

Good build: 59.0.3064.0
Bad build: 59.0.3065.0

Able to reproduce the issue on Windows 7,Mac 10.12.5 & Ubuntu 14.04 using chrome latest Canary-61.0.3153.0
