Regression : Entry is not seen under 'Cache storage' after reloading the page in devtools.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now go to 'Application' section and click on 'Clear storage' and then click on 'Clear site data' button.
3. Now reload the page and observe 'Cache storage' option under Cache.
 
Actual: Entry is not seen under 'Cache storage' after reloading the page.
Expected: Entry should be seen under 'Cache storage' after reloading the page.

This is regression issue, broken in ‘M 61’ and will soon update other info :
Good build:61.0.3153.0

Using the per-revision bisect providing the bisect results,
Good build:61.0.3153.0(Revision:485143).
Bad build:61.0.3154.0(Revision:485485).

You are probably looking for a change made after 485446 (known good), but no later than 485447 (first known bad).
