build/android/adb_gdb_content_shell ERROR: Failed to get the device fingerprint

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. I try to debug C++ code in Chromium for Android, according to the official tutorial:https://chromium.googlesource.com/chromium/src/+/master/docs/android_build_instructions.md
2. Run the  command in the terminate window "build/android/adb_gdb_content_shell";
3. Then returns the error: Failed to get the device fingerprint;

What is the expected behavior?
I guess it should be ok, and no error messages are raised.

What went wrong?
