An invisible activity is displayed when trying to set a wallpaper on chromebook

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36
Platform: 9460.60.0 (Official Build) stable-channel

Steps to reproduce the problem:
Set a wallpaper for the Chromebook through my app.

What is the expected behavior?
Wallpaper is set.

What went wrong?
The wallpaper is set but an invisible activity (org.chromium.arc.home/.ChromeBrowserProxyActivity) is present in the back stack. 

Did this work before? No 

Chrome version: 59.0.3071.91  Channel: stable
OS Version: 10.0
Flash Version: 26.0.0.102

Intent i = WallpaperManager.getInstance(this.getCropAndSetWallpaperIntent(uri);
