Pressing mute twice doesn't unmute audio

Chrome Version: 57.0.2987.146
OS: ChromeOS, on Pixel 1

Pressing mute mutes the device, pressing mute again does not unmute it. This used to work.

Also, probably related, pressing VolDown when muted makes the bar to go zero when it used to unmute and decrease volume by 1 notch.

This has never worked and has been a point of contention for years. It gets a 'Wonfix' every time an issue is opened about it.
