Duplicate of issue 722899
Fixed in 60.0.3108.0:
r473499 "DevTools: fix popover's account for scrollbar size when measuring content"

Repro (not needed but just in case):
1. open the attached html file
2. open devtools
3. reload the page
4. hover "hoverMe" in the source panel
EXPECTED: the popup contents is visible
OBSERVED: the popup contents is obscured by the scrollbar
