[Findit] Flakiness stop being classifiled to Flaky page |

Issue descriptionFor flaky failures on main whaterfall they should be classified in flaky page in failures dashboard. But they stay in Untriaged-not Found. for example: https://findit-for-me.appspot.com/waterfall/failure?url=https://luci-milo.appspot.com/buildbot/chromium.linux/Linux%20Tests/59094

The root cause is 'Failure reason' is included in failed steps which makes the check for whole failure is flaky always fail
