(a) Tether host rows - signal icon, battery icon
(b) On/off toggle
(c) Messages - ensure "enable Bluetooth" message is read as a button
(2) Notifications
(a) Icon
(3) Settings
(a) Enable/disable toggle with cellular unavailable
(b) Enable/disable toggle with cellular present
(c) Tether confirmation dialog icon

We should check with UX, but since the icons provide details (i.e., the signal strength), it makes sense that we should have some sort of label which provides that data. In general, we should add a11y labels for any non-text UI elements which provide the user with information.
