DevTools: blackboxing should affect console stack traces and sidebar filenames

Project Member Reported by l...@chromium.org, Jul 10 2017

Issue description

Currently stack traces in the Console are statically formatted. It would be nice to have some more capabilities:

- Hide callframes in console traces that are blackboxed, perhaps showing 'N items blackboxed/hidden' info message
- Right click a callframe in a console trace and 'Blackbox frames from XYZ' in the context menu
- When the user updates blackbox patterns in Settings/Sources, relevant console messages should update

We should also apply blackboxing to filenames in console's sidebar, using the nearest un-blackboxed parent file, or perhaps <other> if there is none
