URLRequest::PopulateNetErrorDetails does not return (provisional) protocol for early-failed requests

Requests that fail before an HttpStream is successfully created won't return any protocol details. We can't always be sure of the exact protocol we would've ended up speaking, but for metrics purposes we can give a reasonable guess.
