Peak launcher on extended screen / UI issue

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 9731.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3152.0 Safari/537.36 Steps to reproduce the problem: 1. Enable chrome://flag. #enable-fullscreen-app-list 2. Attach external monitor 3. Assign external monitor as Primary 4. Click app list/launcher on Extended display 5. Click ^ icon on launcher What is the expected behavior? Should load full screen view What went wrong? UI not displaying correctly. (ATTACHED SCREENSHOT after step 5) Only covers top half of screen. Only last row of icons displayed. Did this work before? N/A Chrome version: 61.0.3152.0 Channel: canary OS Version: 9731.0.0 Flash Version: I am able to drag down the entire black box. And then it reverts to the initial display of only the top row of icons and the search box.

Additional info: When I attach an external monitor and leave it as EXTENDED - the peak tray works fine on both displays. Can reproduce the issue only on my internal chromebook display, only when it is assigned "Extended".

This is canary of an on-working feature. These bugs are expected and I think this one was fixed already. +newcomer to verify
