Find a better way to hide 2D Chrome UI when entering VR for auto-presentation

Issue description

Currently, we have start Chrome with the combination of an opacity animation and a black overlay to hide 2D UI before entering VR. This is hacky and we should find a better way to do this.

Yash, is this bug still valid now that we use modes and scene graph?

Yeah, this has to do with the Android stuff before we start VR rendering.

The hacks are limited to certain platforms, and using CCT helps us avoid these problems.
