Graphics_Idle starts failing on expresso and glimmer on R61-9721.0.0

Graphcis_Idle test starts failing on expresso and glimmer on R61-9721.0.0. Seems like quawks is also effected.

Based on the error msg, min i915 clock is missing from the following file.
'/sys/kernel/debug/dri/0/i915_frequency_info',
'/sys/kernel/debug/dri/0/i915_cur_delayinfo'

I made some experiment on my glimmer. 
It seems my glimmer has higher GPU freq(854 MHz) than the test suggested(650MHz).

Is it due to some kernel changes?

GFX freq is pinned to max as a workaround to issue 719040 on quad-core BYT devices. Let me check the test and see why it fails.

graphics_Idle: Waive verify_graphics_i915_min_clock on quad-core BYT

The GFX freq is pinned to max on quad-core BYT due
to issue 719040, so waive the test.
