[mojo-blobs] Don't rely on main-thread InterfaceProvider to get a BlobRegistryPtr |

Issue descriptionCreating blobs on worker threads should not block on the main thread. Two tricky parts: - BlobDataHandle doesn't currently know the ExecutionContext in which the blob is being created, so this will have to somehow be passed in - Not every blob is created in the context of some ExecutionContext, so some cases will likely always still have to go through the global Platform InterfaceProvider.
