Mirror bug when user is offline

Project Member Reported by ew...@chromium.org, Jul 10 2017

Issue description

With project Mirror, users that sign out of Chrome should also be signed out of the content area. However, if the user is offline when they sign out of Chrome *and* Chrome is killed before the user comes back online (either by the user closing it or Chrome being killed in the background), then the user won't be signed out of the content area.

See: https://cs.chromium.org/chromium/src/chrome/browser/signin/chrome_signin_client.cc?gsn=DelayNetworkCall&l=390

We should sign the user out of the content area as soon as they come back online.
