WebMIDI not working on Chromebook Plus (Kevin)

Issue description

Chrome Version: 58.0.3029.140
Chrome OS Version: 58.0.3029.140 (32-bit)
Chrome OS Platform: 9334.72.0 (Official Build) stable-channel kevin
Network info: N/A

Steps To Reproduce:
(1) plug in USB MIDI interface
(2) visit https://webaudiodemos.appspot.com/midi-synth/index.html
(3) select midi device in "mini_in" drop down menu

Expected Result:
   device present in list

Actual Result:
   no device found.


This action succeeds with Pixel2 (Samus) on the same 58.0.3029.140 (64-bit). The device is found and works.

The bug is consistent between WebMIDI properties. Alongside the URL mentioned above, also verified with pianu.com and skoove.com. Both work with samus, fail with kevin.

The bug is consistent between USB MIDI drivers. Success on Samus with both mio 1 MIDI-to-USB converter and Yamaha digital piano with native USB-out.

Similar to crbug/526838, chrome://status lsmod shows that snd_seq_midi is loaded on samus, missing on kevin.

The workaround from crbug/499817 does not resolve this.

This should be fixed in M-60. You can try switching to the Beta channel if you don't want to wait.
