Enable on-screen keyboard: force ON / Kiosk mode

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9725.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3152.0 Safari/537.36

Steps to reproduce the problem:
1. Attach a touchscreen to a chromeOS device
2. Configure android app - kiosk mode
3. Assign android app - kiosk mode to touchscreen chromeOS device
4. Startup device
5. Touch on text box

Virtual keyboard does not pop up.

Touch screen is HDMI. Touch input is carried via USB.

What is the expected behavior?
On screen keyboard should pop up.

Expect to have option to enforce virtual keyboard to popup.

What went wrong?
The touchscreen is being recognized as a keyboard preventing automatic virtual keyboard popup.

There is an option in kiosk mode settings to disable virtual keyboard - but no option to ENFORCE ON. That is what we require.

Did this work before? No 

Chrome version: 61.0.3152.0  Channel: canary
OS Version: 9725.0.0
Flash Version: 

We have a use case to attach barcode scanners as well which represent themselves as "keyboards".

Both the monitor and the scanner are blocking automatic virtual keyboard popup.

Not sure how Android apps work with such virtual keyboard. Does the feature work in non-kiosk Android on ChromeOS, but doesn't work for kiosks?

Not familiar with Kiosk mode, but Chrome OS has "show on-screen keyboard" config under the accessibility settings.
If the config is on, that works also for Android apps, too (i.e., regardless of physical keyboard existence, VK comes up). Nothing should be particularly specific to Android on ChromeOS.
We would like a "enforce ON" on-screen keyboard policy to be available in the Kiosk mode application configuration screen.
