Issue descriptionChromium (and other browsers) should support cross-references from the CSS Generated Content for Paged Media Module ( https://www.w3.org/TR/css-gcpm-3/#cross-references ) as this is the only way web pages can provide a decent table of contents for printing. No browser supports it currently, although various print-focused tools do ( https://www.print-css.rocks/tools.html lists some). Test case: * Visit https://tgr.github.io/scratchpad/gcpm.html * Print the page * Expected: The text at the top reads "Link to 3" * Actual: The text reads "Link to"; the target-counter CSS attribute is ignored. For a more realistic test case see https://tgr.github.io/scratchpad/gcpm-page.html which also relies on page counters (bug 740496).

Able to reproduce this issue on Mac 10.12.5, Win-10 and Ubuntu 14.04 using chrome stable version #59.0.3071.115 and latest canary #61.0.3153.3. This is a non-regression issue as it is observed from M45 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
