Regression: Blue focus ring is missing on default ’Chrome history’ option

Chrome Version: 61.0.3153.0 4b9102f9588fb6cf639a6165fd4777658d5ade0d-refs/heads/master@{#485143}      
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch Chrome, navigate to chrome://history
2. Resize the window such that ‘Main menu’ icon appears
3. Click on ‘Main menu’ icon and observe

Actual: Blue focus ring is missing on default ’Chrome history’ option 
Expected: Blue focus ring should be seen on default ’Chrome history’ option   

This is regression issue, broken in ‘M 61’ and will soon update other info :
Good build:61.0.3139.0
Bad build: 61.0.3140.0

Using the per-revision bisect providing the bisect results,
Good build: 61.0.3139.0 (Revision: 481757).
Bad build : 61.0.3140.0 (Revision: 482096).

You are probably looking for a change made after 482043 (known good), but no later than 482044 (first known bad).

Status: WontFix (was: Assigned)
This is as intended. The focus ring won't show up unless TAB is pressed. This is to match behavior of other material design pages.
