Regression:Wierd focus is seen on for all iron icon of PDF pages.

Chrome Version: 61.0.3152.0 (Official Build) canary fc4bcbaa15506e2bebffddc2ad89cb0f6bfe20c5-refs/heads/master@{#485105} (32/64-bit)

OS: Mac(10.12.3, 10.11.6).

Steps to reproduce: 
1.Launch Chrome, go to chrome://settings and observe the toggle button.

Actual Result: Unnecessary focus is seen on toggle button.
Expected Result: Focus should not be seen.

This is Regression Issue broken in M-61 and will soon update the bisect info.

Manual Bisect Info:
Good Build: 61.0.3150.0
Bad Build: 61.0.3151.0

Note: Will update Windows and Linux OS status.

Issue is also reproducible on Win(7,8,10).

Note: Issue is not reproducible on Linux.

Steps to reproduce:
Launch chrome, go to http://orimi.com/pdf-test.pdf and observe Zoom In/Out buttons. 

Note: Issue is seen for all PDF files.

Able to reproduce the issue on Mac 10.12.5, Windows 7 & 10 using latest Canary-61.0.3152.0.
Manual bisect info:

You are probably looking for a change made after 485071 (known good), but no later than 485072 (first known bad).

Looks like a UI change and its not blocking any functionality so reducing priority from Release block Dev to release block stable for this issue.

Status: Fixed (was: Assigned)
The Skia change responsible for this was reverted a couple of days ago and re-landed today. I do not expect the problem to reoccur.
