Disable goma soft stickiness for chromeos bot

Issue description

Derived from crbug.com/730962

It is better to confirm that stickiness does not prevent from some outage in chrome os bots before disabling stickiness on released client.

Disable goma soft stickiness

Now goma team is trying to remove soft stickiness cookie by default.
Soft stickiness was useful before, however, these days this was causing
unbalanced server load.
