<input type="button"> loses Mac styling on zoom.

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) Download the repro HTML file attached or just copy paste

    <html><head></head><body><input type="button" value="hello"></body></html>

directly into DevTools inspect.

(2) Zoom in or out of the page.

What is the expected result?
The button looks the same, just bigger or smaller.

What happens instead?
The button becomes grey and gets bevels as well as getting bigger or smaller.
