investigate our monitoring/alerting for increased compile times

A significant increase in compile times on the iOS bots helped contributed to an outage (bug 739556), but we got no monitoring or alerting to help us catch this ahead of time.

We should figure out how to fix this (and not just in an iOS-specific way).

Severe degradations may now be caught by http://shortn/_C7sUnLWXSe .

Proper monitoring is blocked on http://go/step-monitoring . We can probably have graphs from BQ, but alerting should be done through ts_mon metrics, and we need a good mechanism in recipes to monitor selected step times.
