Add support for warm-up connections to ChildConnectionAllocator

We should investigate whether ChildConnectionAllocator can support already allocated connection (warmup connection).
If it did, we could simplify ChildProcessLauncher so there is only one way to create a CPL (we would remove createWithBoundConnectionProvider).
