Improve UMA descriptions for DataReductionProxyProtocolAcceptTransformEvent

Issue description

Looking at initial data for the DataReductionProxyProtocolAcceptTransformEvent histogram, the bucket description could be improved to indicate whether the bucket applies to page requests or resource requests (to better understand how to compare them).

Also, we should add a bucket for the cpct:identity responses.

Improves AcceptTransform histogram bucket labels for pages/resources.
Also exposes counts of 'identity' transform.
