Files.app "Date modified" doesn't update with timezone changes |

Issue descriptionChrome Version: 60.0.3112.52 OS Version: 9592.42.0 I got back from Europe 2 days ago, where my machine was set to Irish time. Back in MTV, my clock shows the correct time now but in Files.app the "Date modified" is still showing what I assume is Irish time since it's in the future.

I am also seeing this issue on Chrome Version 59.0.3071.134 (Official Build). Similar story, traveled to New York and then back to California. Initially my date & time for my machine didn't update, I toggled the "set time zone automatically" setting off and then back on. The time in bottom right updated, but new files I downloaded were tagged using Eastern timezone in the Files app (so appear that they were modified three hours in the future).

I am running Chrome Version 62.0.3202.82 and am seeing this bug. Have set timezone for Australian Eastern Daylight time (+11 GMT), but Files.App is applying only (+10).
