What steps will reproduce the problem?
(1) Open Youtube, select movie "Barbie A Perfect Christmas 2011 ..." [1].
(2) Select low resolution to 144p.

What is the expected result?

The movie is jittering and there is a color bleeding issue as in issue 739828. [2] is a video recording of the issue. 

This issue also happens on Netflix when the video resolution is low.
