This sounds like a sheriff issue (legit bug, not infra issue).
Issue seems to be caused due to https://chromium-review.googlesource.com/#/c/525096/ which has been cherry picked into M59 as well.
The fix for the breakage also is in M59 (I believe): https://chromium-review.googlesource.com/#/c/557386/

The fix for breakage seems to have been submitted(07/05 12:48pm) after the build has started(07/05 10:46AM). Restarting should not have errors.
