Reduce shared memory allocation buffer size on low-end Android |

Issue descriptionCurrently, the shared memory manager allocates a buffer of about 4MB and locks it (at least temporarily). Subsequent actual uses of shared memory are pulled from this pool. Allocating such a large locked region, even temporarily, spikes memory and can lead to app eviction.
