To support handling downloads without the rest of the browser running on Android, we should be able to start the browser process and only run a subset. i.e. if there's a download pending and the user isn't using chrome, we should start (or restart) the browser but only run download & network service. Only when the user starts using a tab would then initialize all of content & chrome.
