Add UI catalogue entry for custom search engine logos on NTP

We recently added support for showing search engine logos for non-Google DSEs on the NTP (see  issue 725435 ). We should add a UI catalogue entry for it.

(On the technical side, there is a command line flag now that overrides the logo URL, so we could point that to a file: URL so we don't need to do a network request, or we use the embedded web server to delay the response).
