If homepage URL is invalid the first tile doesn't respond to clicks

If you set the homepage to something invalid, eg --partner-homepage-for-testing="http://www.android.com" (which sets the homepage to '"http://www.android.com"' instead of just 'http://www.android.com') the first Tile is blank, with no name.

Clicking on does not navigate the page, long pressing and opening in a new Tab opens about:blank.

We should probably not show a Tile if the homepage is invalid.

I just tested this and the first  tile isn't blank (it has a name) but tapping on it does nothing.
