Regression : Unable to autoscroll PDF file through middle mouse click after adding an 'PDF Viewer' extension.

Issue description

Chrome Version : 61.0.3150.0 (Official Build) e32c608bfaee28eb9bd478073a2f222fb6c28133-refs/heads/master@{#484424} 32/64 bit
OS : Windows(7,8,10)

Test URL : 
1. https://chrome.google.com/webstore/detail/pdf-viewer/oemmndcbldboiebfnladdacbdfmadadm?utm_source=chrome-ntp-icon
2. https://pdfobject.com/

What steps will reproduce the problem?
1. Launch chrome, navigate to test URL 1 and install an 'PDF Viewer' extension.
2. Navigate to test URL 2, scroll down the page such that PDF file is seen and try to autoscroll PDF file through middle mouse click.
3. Observe.

Actual Result : Unable to autocroll PDF file through middle mouse click.

Expected Result : User should be able to autoscroll the PDF file through middle mouse click.

This is a regression issue broken in ‘M-61’, below is the Manual Regression range and will soon update other info.
Good build : 61.0.3132.0
Bad build : 61.0.3133.0

Note : 
1. Issue is not reproducible in Mac(10.11.6, 10.12.3) and Linux(14.04 LTS) OS.
2. Above issue can also be reproduced on - https://msu.edu/~urban/sme865/resources/embedded_pdf.html PDF file.

Bad build:61.0.3133.0(Revision:480259).

You are probably looking for a change made after 479930 (known good), but no later than 479931 (first known bad).

Note :Windows specific issue and Able to reproduce in latest Canary #61.0.3150.0

The PDF Viewer extension is not the same as the Chrome PDF Viewer -> adjusting labels.

Agreed this is probably caused by my patch, but as this is an interaction of a minor third-party extension with a minor scrolling modality, it doesn't seem worth cost/benefit to try to fix it.
