Regression : Unable to scroll the page https://ecomexpress.in using mouse wheel.

What steps will reproduce the problem?
1. Launch chrome, navigate to above url and try to scroll the page using mouse wheel,observe
 
Actual: Unable to scroll the page using mouse wheel
Expected: Should be able to scroll the page using mouse wheel

This is regression issue, broken in ‘M 61’ and will soon update other info :
Good build:61.0.3137.0

Using the per-revision bisect providing the bisect results,
Good build:61.0.3137.0(Revision:481057).
Bad build:61.0.3138.0(Revision:481386).

You are probably looking for a change made after 481206 (known good), but no later than 481208 (first known bad).

I conducted analysis on this page and it seems related to an old word version of a wordpress theme Kallyas.

This theme has changed their smooth scroll library in version 4.8.0 but I'm not sure when it was broken with versions before that.

Two sites in the httparchive were found to be broken:
http://www.ecomexpress.in/
http://www.zend.vn/

I've reached out to the whois owners of those domains.

Removing RB-Stable, Lowering priority since it is only two sites.
