Tested on Chrome Stable #59.0.3071.115 & Canary #61.0.3161.0 on Mac 10.12.5 and able to reproduce the issue in latest Canary.

You are probably looking for a change made after 484477 (known good), but no later than 484478 (first known bad).

Observations: In Windows 10 and Ubuntu 14.04, it is noticed that size of the text seems to be same but the bubble displayed is completely left aligned.

We don't decide the details of visual design of new bubble implementation yet.
We'll polish the visual design before enabling new implementation.
