Make Finch in WebView work with WebViews in different processes

Finch will add new files to the app_webview directory for the seed data. If an app has WebViews in different processes, there will be race conditions in accessing these files. This issue already exists with other files e.g. cookies.

I don't think there's anything we need to do here, as we have forbidden apps from sharing data directories for multiple processes.
